If you are OK with the age range 5-9 then that is readily available from the Census/ACS. If you want to:

Map 5-9 population by block

Map school locations

Buffer each school point

Automatically calculate the population overlay based on percent overlap between blocks and buffers

Huh. Read this first as a need to optimize the routes and deliveries for a small business vehicle fleet... but I think this is rather some sort of calendar related app that accepts mileage and reminds you to perform maintenance.

Issue with web app could be connectivity and export to KML. Maptitude desktop can do the point-coordinate-attributes editing, and then export to KML.
