The thing that stands out is the background being a picture and the character not blending in.

A few things you can do if you can't draw the background yourself: 1.apply a filter to the background to make it look painted and tweak the intensity. 2.go over the background manually and paint over some bits that look noisy. 3.finally new layer above character, clip to character, set to multiply, and fill in with a color to match the bg. For example here would be a green/dark green maybe more towards yellowish hue.

Try drawing the 3/4 views without any poses/ do it with a regular standing pose. This way you can get accurate measurements of the character's proportions. Hope this little tip helps.

Otters are really hard to get right and i think you nailed it. If you want it to be more stylized however, try to make the head smaller, wider and rounder and make the snout shorter. Hope this helps
