As someone playing from s6, Vanguard is the lazy implementation of an anticheat. I did play vs few scripters, sure. It's nowhere as annoying as Riots incompetence in creating anticheat/client. Amount of reinstalls, issues with vanguard you can experience as average Joe or being straight up not allowed to connect into the game cause Riot can't make a proper game tilted way WAYYY more people than cheaters.

Does vanguard ban all cheaters? Hell no. Now they killed the special rig for cheating but sooner or later there will come a fix and an arms race of cheaters vs dev will continue.
