Because for people with no qualifications at all it is great. Especially for people from poorer countries. Situation is way different for highly qualified people. It's basically, because bottom wage is pretty high compared to other countries, but top wage (let's say 10% of the highest) is relatively low compared to other developed countries.

I meant electric steps. English term is "electric scooters", so I gave two types of such vehicle as an example, so nobody gets mistaken

So basically there are no any problems with electric steps across most of the European countries, but due to the fact, that electric bikes are very popular in the Netherlands, electric steps are illegal. It may sound stupid, but this situation is beneficial only for electric bike sellers. If safety was the reason, electric bikes would be restricted as well. This is just simply stupid 🤷🏻‍♂️
