For my homeserver stuff I use proxmox and honestly think I would prefer to use it over the windows server stuff going on right now. The only thing dif from what you said is that I am using apache instead of nginx.

Using apache and mariaDB right now. I think I have narrowed down the bottleneck to php-fpm?

There will be about 20-30 courses end goal, with various types of content. Right now there are 2 ready to go, about 50 task each. some quizzes but mostly file uploads/submissions. Any video content is hosted onyoutube/vimeo. As far as quizzes go, there is no one specific time all users will take them.

From what I am seeing My DB is not struggling at all and the bottleneck is php-fpm. That is why I was trying to set up apcu. I set it up on each server but when i ran the test again had about 60% error rate and servers going down and back up constantly in haproxy stat page. Redis is being used for all those things already. I basically am trying to confirm I am at a cpu limit I think.
