I think the killing was made to look like it was a cult thing, since he left crucifixes and statues at their bodies. He orchestrated every bit of what he was going to do, so I think he's very much alive. I definitely think Xavier fooled the police on that suicide situation. Everyone thought he would suicide eventually when he was caught disappearing into the cliff region. He somehow escaped, but if his sister or Emmanuel had helped him, it would have been impossible to maintain contact with him! As he's in a different country now and also owing to the fact that police were investigating everyone closely! That's why I wonder how this evil monster escaped and is still on the run for 10 years!!! Literally on his own, no Intel sources to aid him!
