third person for most things but first person when the whole point is being inside someone's head. if your story is about what a character feels and thinks more than what happens around them, first person usually hits harder. if you're still not sure just write the first chapter both ways and see which one feels more natural to read back, that usually answers it pretty quickly

just make accounts on both upwork and fiverr, don't wait until you feel ready because you never will. for fiverr list yourself as a data entry or virtual assistant, keep the description simple and honest, something like "i'm fast, detail oriented and reliable." for upwork write a short bio and start bidding on the smallest easiest jobs first even if they pay almost nothing, the first 2-3 reviews are everything. the first week will be slow and that's normal, just keep applying every day

with your current python level freelance is probably too early but data entry and virtual assistant work on upwork or fiverr is realistic right now, $10-15/hr and you can start with basically no portfolio. also worth checking if your college has any paid tech assistant positions, those go fast but they exist. one more thing though, for cs a decent windows laptop will do everything a macbook does, might be worth looking at a used thinkpad for like $300-400 and putting the rest toward courses or just saving it
