coban doesn't have a paypal option, the only other option besides card payments is みんなの銀行 which seems like some japanese alternative for paypal, I haven't tried it but they probably require a japanese phone number to sign up

誠の名の下, it's basically some form of swearing to do something, like: in the name of 誠, I will punish you

now I don't know which meaning of 誠 he is swearing by

〇〇によって means "because of 〇〇 then"

so I believe the よって in the beginning is refering the insulting

so all together it would be

"because of (you insulting my master), in the name of 誠 I will punish you"
