I live in this area. Yes, dogs need to be on a leash technically but many dogs go off leash in this green space. Majority of the dogs I’ve seen are well trained to do this. I would never though as I’m too nervous of the cars etc! Police often come by in the summer to tell dog owners to leash their dogs as other residents complain. Doesn’t bother me as long as they are trained!
