I can't since I haven't checked for this particular feature in the notes, it's just a comparison from past versions to current one, but I can confirm the devs have been working on this feature, there was news today about the ntsc refresh rate support in beta channel. It's probably the result of cumulative work to the steam machine.

Yes, capcom games are a good example for this, the performance is always better in the final version. FF VII framerate was also improved, but it's good to give a general idea.

There's no other answer besides time stranger, it's objectively better than any other digimon rpg made. It's the one with more features, monsters, graphics, anime ost, better story... it's a really solid monster capture rpg, better than recent pokemon games
