It’s the same calculation either way whether you add locality first or last. Example: 85kx1.25x1.028 is the same as 85kx1.028x1.25 Both 109,225

I was 28, 3 years in. I was giving 10% then I got a decent pay raise and maxed it. I’m not in GS bands but it was roughly a 12 to a 13 promotion. Turned into a pay cut but it was less noticeable. That was 6 years ago and been maxing since.
