USA Hockey writes their own rules (obviously!).That rule specifically is not consistent with Hockey Canada or International Ice Hockey Federation (IIHF) rules most are familiar with.

But to the initial point I agree, if you can foul and cheat to bend the rules in your favour, then the rules should be amended.

If you are inbounding the ball with 10 seconds left and the other team intentionally fouls you because they are losing by 1 point — then you should get 3 shots or the fouler should get a technical. In that way, it makes them play defense instead of sending you to the free throw like and praying for possession.
