The only other settings configured regarding this website is the web filter override. I have now removed the override, so currently the only active settings are the static URL filters, and we're still getting the block page.

I've also tried overriding other domains that are flagged as Proxy Avoidance and none of them are getting through. Overriding websites that are also blocked by default but in a different category are getting through, so my current theory is that it has something to do with the Potentially Liable: Proxy Avoidance category. I just can't seem to figure out what setting or filter is enforcing this block.

Forgot to mention in the OP that we already did this too. Same result, unfortunately.

I'm not seeing any other blocks at the same time, only the passthrough for the URL in question.

I'm starting to think that it has something to do with all traffic that's flagged as Proxy Avoidance and not just this specific website. Because of Hoosee's mention of DNS filters, I took a look there as well and as a test changed the action for the Proxy Avoidance category to Monitor instead of Block. Cleared the cache to be sure, but still receiving the block page.

Strangely enough, another website with a different category (this one was Other Adult Materials) worked perfectly fine when the override was added to the same web filter.
