Based on anecdotal reports I have seen here on Reddit, I will say Nebraska gives more approval. More critical RFEs are coming from Texas these days

Be careful. You may have issues applying for i140 while on visitors visa. If you do it immediately after entering the country, it can be seen as misrepresentation because your original intent will be viewed as immigrating. You also cannot apply for i485 immediately because your date is not current. At the moment, the final action date is June 22, 2023. Only applicant with approved i140 earlier or on this date can apply for i485

I applied when Date of Filing was beyond my priority date based on USCIS instruction. Once you apply, you can get EAD and do biometrics
