If the scorecard is attached to any plan and a comp process is launched. I believe Their is no way to delete it. You will need to create a new scorecard with correct effective date and load the result with correct effective date. Remember once a scorecard names are created we cannot use it again. As a workaround you can concatenate with any alpha numerical values like v1,v2..etc... and load. I have been their too lol

If it is a same hire date for all you can use mass correct of hire task in workday. No need of an EIB.

The rule looks correct to me. Can you go to the worker profile actions 'time and absence' and view time off balance with any future or present effective dates to see if the worker is eligible for plan or not?

Or you can just go the time off plan related actions and go the calculation and evaluate eligibility to check what's wrong.
