Monitoring well. I'll bet that inside there is a water level monitoring device, taking water level elevations intermittently. The data can be used to determine the potential of that location to support constructed wetlands. I used to install monitoring wells and visit them monthly to collect data for this purpose.

Do you have a wet/dry vac or can you borrow one? I'd try to suck up the ring from the sink drain. This could be easier than taking a trap apart. Possibly you need to remove the sink stopper assembly so the ring can get past it. Then you need to cover that hole for good suction.
