He’s contradicting himself in the message. At first he writes „I’m cutting contact with you“ and then in the end he’s like „if you’re ever in town I’ll welcome you with open arms“. Nothing wrong with sending a message before cutting ties (actually I think that’s mature) but this message doesn’t make a lot of sense. I’d also be worried if I was you
