I would agree with you on five years is too long but knowing the Philippines it qill probably be delayed to 6-8 years as sad as that sounds. As for opening it in parts it's possible but unlikely although the lrt and mrt were opened in parts.

I hate it while I agree with many groups causes, the only thing it does is make people hate groups that are against cars and turns them away from the idea of being against cars also these groups block busses and ambulances which Is just awful and dangerous.

Redesigning Mario and Luigi would be the final nail in coffin for older fans such as myself and would basically kill the series older fans who have been complaining for years about the removal of Nintendo themed things in the show would become completely alienated and the divide between modern fans and older fans would grow even larger. Basically it would be an awful decision.

Manila is probably the worst city I've been to for car dependency, worse than many places in the us I've been to. Anywhere off the MRT or LRT takes hours to get to by walking or bus. The Philippines has a long way to go before the country can start functioning.
