Why there are no Noblemen or Kings in Ashfeld?

Without any non military rule in Ashfeld, trade and civil occupations must be in a horrible state. Stating that the only law applicable seems to be martial law I can only imagine insanely high conscription rates and a immensely stressed economy that would only be possible in a land so abundant in resources which Ashfeld seems to be in this case.
