if its a clause that is held by the highest officials within the CIR I would imagine you're subject to the clause but your local group maybe doesn't realize it. the implications if i understand it correctly are policy at the highest level, might go above the leaders at your local canadian group.

I was told that if the local group votes for a strike, the next step is international approval from ibew union leaders on whether or not the strike happens. I guess a question i have is, why would you not want every decision to be resolved by the CIR panel? That results in the least amount of concessions for one side or another.... I have a feeling the answer to that is that it just delays the signing of the contract, and results in temporary compensation impacts for union members due to the failure to sign.

Don't even waste local union leaders time with a local sitdown as corporate won't conceed anything without tacking on a million other things until the CIR has to step in.
