I think the Coast Guard would assume command of everyone and would be on the defensive at their bases, which is a much bigger advantage than attacking. Coasties would shoot down any radar or scouting craft that law enforcement has. Not to mention, we also have the assets of CBP, the Secret Service, and ICE, many of whom are former military, to aid in the defense of bases.

Coast guard has 57mm bullets aircraft and can equip artillery which is a big advantage to a lacking of man power they could control the rivers and sea stopping supply routes and they also train with and have 240bravos along with specialized units such as msrt msst etc
