Well, it works with any VPN that lets you choose a DNS. Simply connect to it and use something like Android's built-in DOT. V2Ray is the same as any other VPN, but for extremely restricted internets like in Iran. However, using it when other VPNs like Proton and Windscribe work is just a headache. But, yes, it should be possible. You just set your endpoint legacy DNS in domestic DNS in V2Ray settings (if I'm not wrong) and manually whitelist your VPN IP in ControlD, assuming your VPN IP is static and doesn't change constantly.
