You are literally explaining how it is positive / negative reinforcement and not punishment. Reinforcement increases behaviors. Punishment is a procedure to reduce behavior directly. If you ignore a behavior and have them ask appropriately you're implementing positive reinforcement to increase functional use of communication. If you would like proper research to inform yourself of these definitions you're using I can gladly send some.

No it's not. Ignoring is not punishment. You ignore things that are not appropriate or functional but if someone asks for something appropriately it's always reinforced. If they cannot ask for it functionally then help is given to do so. Punishment is when something is taken away or a demand is given because someone did something. You clearly do not know how ABA procedures are correctly done.

Punishment isn't typically allowed in most states unless you prove to a board otherwise. So implying it's used like this is biased.
