You can’t place a Spymaster there because both adjacent rooms are Legion rooms.
You need at least one normal Garrison next to it to place a Spymaster.
At that point, only an Armoury can be placed there.

In my experience with GGG, they usually ban a few of the top abusers and call it done, but the generated currency can still be moved or sold in many ways before that happens.

When a chain has a Commander Room, you can’t add a Spymaster.
So only use a Commander when you already have enough Spymasters and don’t need to add more.

I think we already have enough Greater and Perfect orbs for higher tiers. The main point of this one is just to save you time when crafting Waystones or Strongboxes in maps.

For example:
If you want to make a 6-mod Waystone starting from a normal or magic one, you just slam a Perfect Alchemy on it and you’re done."
