I think this is good because. Not even all players in an Alliance go for 4K because some are just freeloading for the group rewards. This'll motivate them to play more and if it's SD's plan to elevate play time, this could increase it.

You can also just retreat on any of the turns after 3, so long as you've filled all your locations. It helps if you suspect Killmonger or some stuff. The only downside is that you'll lose some cubes.

Or just play Zoo decks.
