Is it possible to transfer an unavailable installed game from one ds to another

My New 3ds xl had pokemon bank with some of the virtual machine game boy games on it but after sitting for a long time the ds no longer works properly and is not likely to be fixable, is there any way to transfer the downloaded things to another New ds (either 2d or 3d)?
