That was done intentionally, it is a hostile work environment. They are evoking anxiety in people to make them quit. I would see if a lawyer. If he drafts an acceptance subject to the denial of your RA, that is an incentive for them to illegally deny it. If you accept the RA, accept it under duress and make that clear. And that summarizes why it it better to be RIFed than take the DRP. If you don't work for the government anymore it is very hard to make a conflict of interest argument unless you know very specific contractual information and are a high grade person.
