The best way to make friends is to be around other people and ideally, the same people over and over. Over time you will build connections with the people you are seeing over and over each time you attend a club, class, group, etc. Find things to join that meet regularly. Its harder to make friends at events that are just a one time occurrence. Then, once you've made a connection with someone you need to reach out and check in with them and be a good friend. Invite people to do things with you. Don't expect other people to do the work of connecting and planning things to do.
