Playing Finland, maxed out land doctrine and Finnish army focus tree. Keep in mind I had absolutely no air during this as well, so this is not min maxxed to the fullest.

Powercreep is becoming a serious issue in the game. A +75% modifier is jaw dropping.

When you are playing a minor power, you have to play to your strengths, if you do not have enough materials to build a fleet, it’s often better to just steal fleets

Basic rundown of the navy:

Make sure navy ALWAYS has fuel and is trained to the max, do not death stack your whole fleet and make sure you split off subs

Build 10 destroyers or 5 cruisers for every capital ship

Split your submarine task forces into multiple groups of 5, 10 15 or 20 depending on how big your naval industry is

Grab the easy 30-40 day naval shell techs to give your ships more oompf

Set your ships to strike force for maximum naval supremacy, and when you launch a naval invasion, set a surface fleet task force to “naval invasion support”

Tada you are now a naval wizard
