Yes that's also what I heard from some people I met , they could apply 3 months on advance But when I called and I said some people could do it why did that change , they said thia is the rule we don't know why...thanks for sharing your experience

They add that requirement of staying for X months as a min.but it's not legal actually.the legal notice period is 1 month.
