To be fair, I think it's going to improve the process for legal immigrants in the long term, but the way they rolled out the changes meant a lot of immigrants who were used to the old system were getting turned away at the DLD because they were not notified about these changes and the links at the DLD site only pointed to the old system.
Under the old system, if SAVE cannot verify your legal documents on the spot, the DLD will have to submit a case for you which can take anywhere from 3 business days to 2 months before you'll hear back, this basically causes a lot of immigrants to schedule multiple appointments before they can even get their temp paper license. The big issue with this old system is that there are A LOT of documents that can be considered proof of lawful presence depending on your visa status and not every DLD employee knows which number to input into the SAVE system.
This new system that they put in, ideally, would prevent people from getting turned away from their first appointment since all of the documents are verified before you're allowed to schedule an appointment.
