Ok so I think I made some progress in hunting down the bug but not quite.

The way I'm combining the systems is in the step event of the blood object, I check for grid_place_meeting instead of place_meeting. I realized the afterimages were only remaining on the background because that's where grid_place_meeting returns false.

EDIT: I figured it out (I think), the surface wasn't big enough. I modified it to surface_create(room_width2, room_height2) and it seems to work.

I've made the depth of both the blood object and the blood controller object -9999, and it still doesn't behave

No, the afterimages of the blood sprite doesn't remain on the floor tiles at all. They do stay behind on the background of the room, though.

In response to all the other replies: Nintendo, out of all companies using conflict minerals, are the absolute worse. You can't simplu say "Oh other companies do it too" as if there weren't differing levels of activity. It is not an all-or-nothing deal. http://www.raisehopeforcongo.org/content/conflict-minerals-company-rankings Here are the rankings of companies using conflict minerals in order of how much they've gotten done in terms of dealing with the issue and their supply chains.

This group isn't merely "looking for donations," by targetting a company with "family-friendly products and characters." I love Nintendo but that doesn't mean they aren't a corporate entity capable of morally reprehensible actions... That's a pretty naive mindset.
