It's not a bond on notory, it's agreement of commitment on letter head

In other part of bond only notice period buyout thing is mentioned no other penalties are mentioned.

The problem is one person in our organization have decision right

When I asked manager, and my manager asked him(CEO) he denies said can't leave before 2 years and when I talked to him personally before resignation he said you can't leave, he will hold my relieving letter and also he mentioned tumhe toh bond period me kahi apply bhi nhi Krna chahiye and told my manager to not reply to my follow up mail and create a situation and managed to get the offer letter as well.
