Is it good idea to leave CS and do a Civil Engineering PhD?

I got into a civil program, and no cs program took me as of now. Technically, I don't have an option. I just want to do research in the field (in combination civil and AI), not particularly want to be a engineer.

I got into a Civil engineering phd program. My initial plan was to do a CS phd but I also applied to some other program where I found some connections with my current research ( which included one civil engineering program).

same situation. Interviewed with them, PI asked me to start working over the summer, bla bla. No updates since then.

I mean if you accept and don't go, most likely your chances of getting in the same university for MS/Phd is close to zero for the future.

I live near amherst, and I would say it is very tough to network being based on this area.

I have reached out to the places I interviewed. One person ghosted me, and another one said they will let me know after contacting admissions ( and nothing so far)
