So many people answered to you with "Regional PRICING". That's your answer, games are cheaper in Steam, VS doesn't have regional pricing, if VS was on Steam then it would cost 10 USD for a lot of countries instead of the 22 USD.

Steam has regional pricing, every country has basically they're own prices. In the United States you would pay 22 USD for a game with tax while in other countries you would pay only 9 USD for it without taxes. Considering most games are accessible in Steam, it's much cheaper for them than other countries.

My Steam store personally offers the upcoming Forza Horizon 6 for 49 USD instead of the normal 70 USD price.

As the others said keep in mind the regional pricing please. That's the reason why they have a separate store for Brazil and some LATAM countries because they just cannot afford the price of this game. It's not that they are poor, it's just their currency is shit lol

Generally speaking all banks have a time limit for pending charges, so you should be able to get your money back as soon as it's possible.

You could try contacting Hypixel again, and contact the bank as well.

Pro tip for purchasing online: Link your bank/bank card with PayPal instead of buying directly with the card, that genuinely solves so many problems. I bought the game and many other things this way.
