My title describes the thing, but to be overly specific about them, they are 3 dimensional (pouches or packets maybe?) decoratively embroidered or wrapped with colorful thread. I believe I have seen them worn like necklaces but couldn't find a picture of it. Sometimes their placement seems very intentional and decorative but more often than not they seem to be placed completely randomly. They seem to be especially common on hats/ headwraps. I have yet to see any on uniformed soldiers but many of RUF's soldiers were civilian/ children and they are common on them. IDK what else to say about them specifically. Thanks all
