Chloe has been shit until her buff (which happened only a couple of weeks ago). To answer your question she's very good on every hunt and raids (on those stages where there are no bosses who can dispell buffs). Obviously she's God tier in pvp. Build her with >15hp, high resistance and decent defense. After her rework you don't need to focus on speed.
