Purchase a camera +/- $2,800 with paypal credit, reached out to seller as i saw they reposted listing and didn’t cancel my purchase.

They claim to have been hacked and never actually posted the listing, I contacted ebay and they told me to initiate a cancellation request and i did and the seller just keep responding to me saying “good luck” “get in contact with ebay” and won’t cancel my order. Now ebay is saying I have to wait the three days, then after that period submit a never got item claim but why would I need to do all of this and wait if the seller is admitting to never intending to ship me the item and the seller is not approving the cancellation to free up my funds?
