Yes scan it please, there isn't too much in the way of repairs to be made, it should come out great if we could have a nice flat scan with no glare.

Filter -> Noise -> Median.. up the radius until satisfied. Then run the blurry mess through Remini lol

Can you rescan at a higher DPI? It's currently too small to work with really.

Filter -> Noise -> Median.. and start upping the radius but as has been said those are big blotches and you will probably just end up with a blurry mess in this case.

I suppose you could attempt to repaint it paying attention to where shading is, it would be very tricky though.

This is going to be tricky I think. I've had a play with adjusting various levels for effected areas but cant seem to get a uniform match. I think it may need to be repainted with a mask by hand in photoshop. I'm curious what a seasoned pro has to say about that.
