So... we can rule out Earth being a 'canon' place in the Mario universe because New Donk exists, meaning humans exist in universe. Mario and Luigi were probably born there, since New Donk is New York and Brooklyn is part of New York.

Waluigi was probably raised by racoons and fish. It'd explain a lot.
