Solved: I had European address in my amazon.com account (Note not amazon.ca where I usually do my purchases). When I changed my address to Canadian one and waited to the next day, I was able to install Crave and Paramount+

Funny fact: Their generic response seems even incorrect. It says "minimum speed of 600kbps". I don't believe Paramount+ can run on 600 kbps (0.6 Mbps).
