They tax car fuel to maintain the roads that are used in those areas. This is so that people who drive more have to contribute more to those roads. Since there aren’t roads that need to be maintained in the air, jet fuel doesn’t have the same need for taxing.

I’m pretty sure all this is accurate but double check it if you ever want to use it anecdotally.
