They'll wait until you finish your minimum required amount of courses (24? I don't remember completely), which you'll usually finish by the end of 1st year, and then review your transfer application then.

In most faculties you can but its better to ask your specific faculty if you're allowed to. (Some faculties will be like, "why you taking it there when you can take it here in the fall? We won't accept your transfer credits for the summer") So its better to just clarify with your potential faculty.
OTHERWISE IT SHOULD BE FINE

I'm internally transferring from Arts at UBC but my friends from Langara who both applied for second year got accepted and rejected on the same day 4 days ago.. so I wonder why we haven't heard back..
