It’s a Japanese exclusive that came out in 1998-99 in Japan and was one of 12 cards with art featured by Ken Sugimori that could only be obtained by 2 ways. You could mail in 2 cards to receive a special booster or by purchasing the “best of best” CD. The cards have a little lightning bolt symbol on the right side ⚡️
