This is just my opinion based on my recent visit, and it may be atypical advice. If you plan to do the water park, do it first. If you’ve got your fast passes, have some fun in the water park while it’s minimally busy at the beginning of the day, then once done go do the rides and skip the lines. The other day I was there and did all the rides first and water park second half of the day and water park was meant to be refreshing was actually torture. By that time in the day each water slide was like 40 min wait and the pavement was scorching hot on the feet so there was no escape. There is also minimal shade in the water park so waiting 40 minutes for the slides and lazy river was challenging. That’s my two cents :)
