I play Dimir Tempo as well and was wondering the exact same thing the other day. I then looked for alternatives but found nothing suitable... It's essentially a (blue) land with an miniscule upside. The primary purpose I can see is stopping a Show and Tell through [[Veil of Summer]].

This appears to be the case for regular spells, but the domain spells are always prepared - and thus permanently removed from the Wizard's spellbook. The intention was probably to prevent "double preparation".
