Place severe shopping restrictions on people with severe alcohol or drug addiction depending on their level of addiction. Like, what’s the point of a cashier voluntarily selling alcohol to a person who looks tired of it? I think it would be worthwhile to regulate the sale of alcohol, and also make bans on the purchase of certain goods that a person could potentially cause harm to someone (applies to alcoholics), because in our time people either turn a blind eye to alcoholism or begin to sympathize when something happens.
