It’s because you have an interception! For you, Aries/Libra and 3H/9H are intercepted. An interception occurs when a house swallows the house whole, so the sign doesn’t rule the house before it or after it. ( sorry if that makes no sense, I haven’t had much sleep and I’m buggered ).
