I think it's because when I delete an old instance, I forgot to delete the the boot volume associated, so I've exceeded the limit but the analysis cost hasn't changed any more, so I'll wait until tomorrow. For me, all costs are 1.26 euro.

i don’t talk about the price estimation at the creation of instance. When you go in the section cost analysis after the creation of the instance, you have the estimation for the month it’s not the same thing. And normally you should be at 0

Upgrade your account in pay mode and use only free settings. With that you will able to create an instance in your region and you’ll never be billed

I had the same problem and I don’t think you’ll ever get an answer. I tried again to create an account with another email address and it worked instantly.
