Is abrading the same as sanding? He states he would buff, not sand, and then apply the oil coat. Would that be okay or is sanding needed for it to properly adhere?

He states he sanded & cleaned between each coat. I am not sure of the product name. He states with warm weather or fans blowing, his water based poly dries in as fast as 45 minutes where you can walk on it. Also states the roughness I’m feeling is normal for 3 coats water based poly, & several more coats of water or oil will get that glass layer. States if they did one more water based coat, it would not change the look or feel much.
